Insight Appoints Brad Tracy VP Government and Regulatory Affairs

New York – February 02, 2004 –

Communications Company, Inc. (Nasdaq: ICCI) has appointed Brad Tracy to the position of vice president, government and regulatory affairs. Michael S. Willner, Insight’s president and chief executive officer, made the announcement.

Tracy was most recently the executive director for the Indiana Cable Telecommunications Association. His extensive political experience also includes positions as chief of staff for Indiana House Republican Leader Brian C. Bosma, executive director of the House Republican Campaign Committee, and chief of staff to Speaker Paul S. Mannweiler.

Tracy will be responsible for all legislative and regulatory activities for Insight on a local, state, and federal level, including franchising, lobbying efforts, and communicating pertinent policy both internally and externally. He will be based in Indianapolis and report to Willner. He replaces Keith A. Hall, who recently left the company to take a key position in the office of the recently elected Governor of Kentucky, Ernie Fletcher.
